He is portrayed as a scientist who works for Cobra, a terrorist organization within the fictional universe. Throughout various releases, his characterization has varied significantly, ranging from a comical villain to a more dangerous fascist depiction. The character frequently appears alongside other notable figures from the series, particularly Cobra Commander and Destro, with whom he maintains allied relationships. In his first live-action film appearance in 2009, the character was portrayed by American actor Kevin J. O'Connor.
